The Republic of Novara, in the spirit of the Aegis Tripartite Accord and its deepening strategic partnership with the United States of Thessara, hereby submits this formal proposal for the consideration of the Thessaran Space Corps and the Office of the Press Secretary.
Operation Sunrise represents a defining moment for humanity’s return to orbit. The Republic of Novara believes it can play a meaningful and cost-effective role in that mission — not merely as an observer or research partner, but as an active contributor to the infrastructure that will make it possible.
We propose the establishment of the Novaran Equatorial Launch Facility (NELF) at the southern tip of Novaran territory — a site of extraordinary strategic and geographical advantage for orbital launch operations.

II. GEOGRAPHICAL ADVANTAGE — THE EQUATORIAL EDGE
The proposed launch site sits at the southernmost tip of Novaran sovereign territory, positioned close to the equator. This is not merely a convenient location — it is scientifically and operationally superior to most existing and proposed launch facilities for the following reasons:
A. Equatorial Velocity Advantage
The Earth’s rotational velocity is at its maximum at the equator — approximately 1,670 kilometres per hour. Launch facilities positioned closer to the equator benefit from this natural boost, effectively reducing the fuel required to achieve orbital velocity. This translates directly into lower launch costs, greater payload capacity, and extended rocket operational life. The Thessara York orbital station and the Halo Fusion Module deserve to be delivered with maximum efficiency — and Novara’s southern tip provides exactly that.
B. Optimal Launch Trajectory
Equatorial launch sites offer direct access to equatorial and geostationary orbits — the most commercially and strategically valuable orbital bands. Launching from Novara’s southern tip gives the Thessaran Space Corps unobstructed trajectory windows for both low earth orbit operations and deep space departure paths.

III. MARITIME SAFETY ADVANTAGE
The southern tip of Novaran territory is surrounded on three sides by open ocean — a critical safety feature that no inland or northern coastal launch facility can replicate.
In the event of a launch failure, rocket debris, fuel dispersal, or controlled abort procedures, the vast expanse of open water ensures that civilian populations, urban infrastructure, and agricultural land face negligible risk. This dramatically reduces the insurance, liability, and emergency response costs associated with launch operations — further compressing the total cost of each mission.
This natural buffer zone is not engineered — it is geographic. It cannot be replicated artificially at any price. It is simply there, and Novara offers it as a sovereign asset in service of Operation Sunrise.

IV. THE NOVARAN STATE SPACE AGENCY — LOW COST LAUNCH CAPABILITY

The Novaran State Space Agency (NSSA) is currently developing a low-cost launch vehicle program modelled on proven efficiency-first principles — prioritising reusability, modular design, and reduced turnaround time between launches. The NSSA’s mandate is simple: make access to orbit affordable without compromising reliability.
In practical terms this means:
Significantly reduced per-launch costs compared to conventional heavy-lift providers
Faster launch cadence to support the construction and supply timeline of the successor station
Domestic manufacturing of launch components within Novaran territory, creating local employment and reducing supply chain dependency
A long-term commitment to building Novara into a credible, sovereign spacefaring nation — one that grows alongside Thessara rather than beneath it
The NSSA stands ready to collaborate with the Thessaran Space Corps on joint launch protocols, safety standards, and mission planning from day one.

The Republic of Novara recognises that Operation Sunrise is a sovereign Thessaran undertaking. This proposal does not seek to dilute that sovereignty — it seeks to strengthen it by offering tangible advantages:

A formal site assessment visit by Thessaran Space Corps representatives to the proposed NELF location
A joint technical working group between the NSSA and TSC to evaluate launch vehicle compatibility
A bilateral framework agreement governing facility construction, operational sovereignty, and revenue sharing
Integration of the NELF into Operation Sunrise’s Phase 2 and Phase 3 logistics planning
