Five-Year Plan “Foundation of the Nation” (Years 6-10)
GENERAL CONCEPT
Following the industrial breakthrough of the first five-year plan, Markenberg moves on to the stage of strengthening the demographic and social foundation. The goal is to create conditions under which the new working class and future soldiers will be provided with shelter and encouraged to procreate. Slogan: “A strong family is a strong state.”
AREA I: DEMOGRAPHY AND FERTILITY
1. State Support for Families
- “Honorary Parent” Program: Introduction of large one-time payments for each child born in excess of the established norm.
- Tax Incentives: Complete exemption of large families from property taxes and the use of state food subsidies.
- Medical Control: Creation of a network of state perinatal centers to ensure maximum infant survival.
2. Ideological Indoctrination
- Propaganda of Values: A large-scale media campaign elevating motherhood to the level of civic achievement and the highest duty to Markenberg.
II. AREA: HOUSING
1. Mass Industrial Housing Construction
- The “Standard Quarter” Project: Transition from individual construction to the construction of standard panel and prefabricated reinforced concrete houses. This will allow for the lowest possible cost per square meter.
- Establishment of House-Building Factories (DSK): Establishment of factories for the production of prefabricated wall panels to ensure continuous and rapid construction.
2. Affordability and Social Order
- State Rental: Introduction of an ultra-low-cost state rental housing system for workers at large factories.
- Priority Distribution: Apartments are allocated on a first-come, first-served basis, with families with children and top-performing workers receiving housing first.
AREA III: TRANSPORT NETWORK
1. Railway Framework
- Transport Breakthrough: Expansion of the mainline railway network to connect new industrial zones with residential metropolitan areas.
- Freight Turnover: Increased track capacity for the uninterrupted delivery of raw materials and finished goods, which is critical for the economy.
2. Rolling Stock Modernization
- Carriage Standardization: Mass production of new freight cars with increased carrying capacity.
- Electrification: Conversion of key lines from steam to electric traction to increase the speed and reliability of transportation.
