Smart ports are digitally enhanced maritime hubs that use technologies such as Artificial Intelligence, the Internet of Things, and high-speed cyberspace connections for the purpose of automating operations and optimizing logistics. This will drastically cut vessel turnaround times, improve supply chain resilience, and increase overall efficiencies throughout port processes.

This technological development will benefit both Zvlokiquix and EAST3 by shortening the gap between the long distances throughout the unique geography of the region. It stands to reason that connections between nations and their outlying islands will strengthen the individual nation’s, regional, and global economy. The ultimate goal of the JSDI is economic expansion and efficiency.

Zvlokiquix is in the unique position to head the project and take on the majority of the burden as it would benefit the most internally. Using its own islands to prototype and progress the JSDI, Zvlokiquix acknowledges that it owes a responsibility to the rest of the region to deliver the best product the nation has to offer. Guangzhou and Zvlokiquix believe beginning with several carefully selected pilot facilities to allow both nations to evaluate operational efficiency, long-term scalability, and regional economic impact before broader expansion occurs. The Corporate Alliance and Zvlokiquix also wish to state that the long-term objective of these initiatives extends beyond individual ports or isolated infrastructure projects.

Zvlokiquix is prepared to meet any requests for any experience or resources Guangzhou and any other EAST3 member is willing to offer whether to the State itself or Vowbound Industries or other domestically respective associations. Zvlokiquix understands that the Titan systems throughout the region have been cutting edge and crucial to the ongoing development of the region as a whole. Zvlokiquix recognizes and appreciates that Guangzhou is open to the deployment of Vowbound Industries Titan construction units for approved civilian infrastructure projects should Zvlokiquix desire such support. Recent regional infrastructure projects utilizing Titan systems have demonstrated substantial reductions in construction timelines

Zvlokiquix reserves its right to sovereignty and, thus, any outside, especially private sector, system or labor is subject to Zvlokiquixian compliance. Zvlokiquix accepts all responsibility for the safety, security, defense, maintenance, and legality of the construction and finished projects on its islands. Any and all projects conducted in Zvlokiquixian territory that have been explicitly discussed, approved, and accepted as a project for the betterment of the region will be open to all EAST3 members. Preferential treatment, perks, or additional compensation will not be given unfairly regardless of foreign contributions unless otherwise specifically called out as such.

The Corporate Alliance and Zvlokiquix fully agree that infrastructure of this scale must remain mutually beneficial, transparent, and respectful of the long-term interests of all participating nations. The Corporate Alliance has stated it additionally recognizes the strategic importance of Pacific island corridors not only as logistical routes, but as future economic connectors capable of strengthening trade, transportation efficiency, emergency response coordination, and broader regional stability throughout the Eastern Hemisphere. Reducing logistical barriers between nations, accelerating transportation efficiency, and strengthening regional connectivity will become one of the defining foundations of long-term economic growth and stability throughout EAST3 and the broader Eastern Hemisphere.

This proposal is to lay the framework and expectations for the part of Zvlokiquix.

Phase I of the JSDI for Zvlokiquixian Islands should include the islands of Masami (Okinawa), Yuuki (next island east of Masami), and Cavidan (the next island east of Yuuki). These islands would act as a grounding point for future development throughout all islands as well as offer the ability to refine project construction and logistics given their proximity to the main island of Zvlokiquix and mainland Guangzhou.

Phase II of the JSDI for Zvlokiquixian Islands Hivata (Palau), Hina Islands (Guam/Northern Mariana Islands), and Aoi Islands (northeast of Hina Islands). These islands will finalize the western most portion of the outlying islands and generate ports that act as midway points to the farther islands. Also, the ports in this phase specifically will be centered around distribution to the Southern countries in the EAST3 due to their proximity.

Phase III of the JSDI for remaining Zvlokiquixian islands will reinforce defenses positions in the far east. They will specialize in military development and defense. These ports will be geared towards the storage and logistics for arms, munitions, troops, and administration. While ultimately owned by Zvlokiquix, these islands are to act as a joint military strong-point for all members of EAST3.

Each phase will require its own unique development. However, the focus for Phase I should be as follows:

●Establish smart-port locations

●Construction of additional ports that will be smart-port from ground up

●Possible renovations of existing ports to be smart-port integrated

●Designation of domestic and regional sections of smart-port

The designation of “regional” to any part of the port will be available to any member of the EAST3 for operational efficiency. Zvlokiquix reserves the right to levy fees against nations that report docking, storage, and sizes not in compliance with specifications that have been determined before porting. This is to cut down in inefficient practices and continue the flow of goods throughout the smart-ports run by Zvlokiquix.

This is to act as an outline for the Phases that pertain to land and water owned by Zvlokiquix. Zvlokiquix does not exclude the construction of smart-ports throughout anywhere else in the region that is a part of the EAST3 from Zvlokiquix help.

Zvlokiquix forsees the following to start Phase I:

●Land surveying

●Land development for construcion

●New fiber groundwork between main island and Phase I outlying islands

●New construction for any new port locations that would include

●Foreign and domestic raw materials for cranes, docks, administrative headquarters, electrical backbones, and data storage infrastructure not limited to concrete, sand, asphalt, steel, glass, copper, ready-made technologies, and rare earth minerals

Zvlokiquix has planned and believes it be feasible to start the project by September 2128. The overall timeline of Phase I and the JSDI as a whole is contingent on the contributions of other EAST3 nations, primarily Guangzhou. Zvlokiquix respects and anticipates the response of Guangzhou and any other member of EAST3 about their part and any concerns or comments on the plan laid out for the part of Zvlokiquix.

With the assurances and acknowledgments of the Kingdom of Javnia and The Corporate Alliance of the People’s Republic of Guangzhou, The Post-Collapse Super Nation of Zvlokiquix is delighted to lay out a pre-Phase I plan for the coming months. Due to the rapid approval of its allies, Zvlokiquix believes it’s possible to break ground on the project for Phase I in September of 2128 instead of starting the project by that same time. The pre-Phase I tasks will be the following:

● Land surveying of the islands Masami, Yuuki, and Cavidan for new smart-port locations

● Inventory of existing ports of listed Phase I islands

● Choosing existing ports best suited for smart-port renovations on Phase I islands

● Auditing of materials for the project after determinations of new smart-port locations

Again, the goal is to complete these basic steps before breaking ground in September 2128 on Phase I. As Masami is the closest and largest island to mainland Zvlokiquix, it will act as the metaphorical foundation of the project. A large amount of time and resources will be spent honing the project there to lessen the burden and hiccups in future construction of Zvlokiquixian smart-ports.

My country has eleven sea going dredge ships. I will be using two to clear Ambon Harbor. If you need assistance with Harbor building, such as depth or width, or beach enhancement let me know. Pre-Phase I Six-Month Development Plan and Formal Request for @Javnia Dredging Assistance

Subject: Preparatory Work Prior to the September 2128 Groundbreaking of Phase I

To the Government of the Kingdom of Javnia,

To The Corporate Alliance of the People’s Republic of Guangzhou,

And to all participating and observing members of EAST3,

The Post-Collapse Super Nation of Zvlokiquix extends its continued appreciation to the Kingdom of Javnia and The Corporate Alliance of the People’s Republic of Guangzhou for their support regarding the Joint Smart-Port Development Initiative. The rapid and constructive approval of allied partners has allowed Zvlokiquix to advance its planning schedule and begin to formally break ground on Phase I in September 2128.

In order to meet this accelerated schedule, Zvlokiquix hereby presents its six-month pre-Phase I development plan. This plan shall cover the period from March 2128 through August 2128 and shall establish the work currently being done, the work that remains necessary, and the areas where allied assistance would provide meaningful support before the September groundbreaking.

Phase I shall include seven confirmed smart-port sites across the islands of Masami, Yuuki, and Cavidan. These sites shall include both brand-new smart-port construction and the renovation of existing port facilities into smart-port integrated infrastructure.

On Masami, Zvlokiquix shall develop North Masami Port as a brand-new smart-port site and shall renovate South Masami Port into a smart-port integrated facility.
On Yuuki, Zvlokiquix shall develop South Yuuki Port as a brand-new smart-port site and shall renovate North Yuuki Port and East Yuuki Port into smart-port integrated facilities.
On Cavidan, Zvlokiquix shall develop West Cavidan Port as a brand-new smart-port site and shall renovate East Cavidan Port into a smart-port integrated facility.

Masami shall serve as the foundation and proving ground of Phase I due to its size, location, and proximity to mainland Zvlokiquix. A significant portion of early resources shall be directed toward Masami so that construction methods, smart-port systems, dredging requirements, logistics procedures, and administrative standards may be tested and refined before being applied more broadly to Yuuki, Cavidan, and later phases of the JSDI.

**I. Strategic Purpose of the Pre-Phase I Period**

The purpose of the pre-Phase I period is to ensure that all major preparations are completed before September 2128. Zvlokiquix seeks to avoid preventable delays by addressing site readiness, coastal access, port condition, material needs, labor requirements, and allied coordination before the first major construction efforts begin.

The pre-Phase I period shall focus on the following objectives:

To complete land and coastal surveying for all confirmed Phase I sites.

To inspect and inventory existing facilities at South Masami Port, North Yuuki Port, East Yuuki Port, and East Cavidan Port.
To prepare development plans for the new port sites of North Masami Port, South Yuuki Port, and West Cavidan Port.
To determine harbor depth, channel access, seabed conditions, and dredging requirements for all seven Phase I sites.
To conduct material audits for construction, renovation, electrical infrastructure, data systems, fiber groundwork, cranes, docks, administrative buildings, and smart-port technologies.
To establish the distinction between domestic-use sections and regional-use sections of each smart-port facility.
To coordinate with Guangzhou regarding smart-port technology, high-speed cyberspace infrastructure, Titan construction-unit support, and digital logistics systems.
To formally request Javnian assistance through the use of a dredge ship and related maritime engineering expertise.

**II. March 2128: Administrative Mobilization and Survey Preparation**

During March 2128, Zvlokiquix shall begin the formal mobilization of pre-Phase I administrative, engineering, legal, and logistics teams. Temporary project offices shall be established on Masami, with secondary coordination teams assigned to Yuuki and Cavidan.

The primary task for March shall be the creation of a full Phase I command structure. This structure shall include representatives from Zvlokiquixian port authorities, infrastructure ministries, maritime safety officials, environmental review officers, legal compliance offices, and security personnel.

During this month, Zvlokiquix shall begin preparing survey teams for the seven confirmed sites. Special attention shall be given to North Masami Port and South Masami Port, as Masami will serve as the first major test island for the project. Preliminary communication shall also begin with Guangzhou regarding technical infrastructure needs and with Javnia regarding the possible deployment of a dredge ship for maritime preparation.

By the end of March 2128, Zvlokiquix expects to have completed the initial administrative organization, site team assignments, preliminary maps, and allied coordination channels necessary for the following months of fieldwork.

**III. April 2128: Land Surveying and Port Inventory**

During April 2128, Zvlokiquix shall conduct land surveys across Masami, Yuuki, and Cavidan. These surveys shall determine soil stability, elevation, drainage capacity, road access, expansion space, proximity to population centers, and suitability for future electrical, fiber, and data-storage infrastructure.

For the brand-new sites of North Masami Port, South Yuuki Port, and West Cavidan Port, survey teams shall determine whether each location can support large-scale port construction, heavy equipment staging, administrative facilities, cargo yards, crane installation, power systems, and secure smart-port data infrastructure.

For the renovation sites of South Masami Port, North Yuuki Port, East Yuuki Port, and East Cavidan Port, inspection teams shall inventory existing docks, warehouses, fuel systems, cranes, breakwaters, road links, utility systems, administrative buildings, and cargo-handling areas. These inspections shall determine what may be preserved, what must be replaced, and what can be modernized for smart-port integration.

By the end of April 2128, Zvlokiquix expects to possess a reliable physical inventory of all seven Phase I sites and a clearer understanding of which sites are ready for rapid development and which require more substantial preparation.

**IV. May 2128: Coastal Assessment and Dredging Review**

During May 2128, Zvlokiquix shall begin detailed coastal and maritime assessment for the Phase I sites. This work shall include harbor depth measurement, seabed mapping, tidal review, vessel approach analysis, sediment evaluation, and identification of navigational hazards.

This stage is especially important because the effectiveness of a smart port depends not only on its digital systems, but also on whether vessels can safely, efficiently, and reliably access the port. If harbor approaches are too shallow, obstructed, unstable, or poorly mapped, future construction and commercial use may suffer unnecessary delays.

For this reason, the Government of Zvlokiquix formally requests the assistance of the Kingdom of Javnia through the use of a Javnian dredge ship. Zvlokiquix requests that Javnia make available a dredging vessel, along with appropriate technical personnel, to assist in evaluating and preparing the maritime approaches to the Phase I sites.

The immediate priority for Javnian dredging assistance would be North Masami Port and South Masami Port, due to Masami’s foundational role in Phase I. Secondary review may then proceed to all other ports, depending on vessel availability.

The requested dredge ship would assist with harbor approach clearance, sediment removal, basin preparation, channel improvement, seabed evaluation, and the preparation of vessel access routes for both construction traffic and future commercial operations.

**V. June 2128: Site Classification and Engineering Determinations**

During June 2128, Zvlokiquix shall use the information gathered from land surveys, port inventories, and maritime assessments to finalize site classifications and engineering requirements.

Each Phase I port shall be classified according to its development needs. New-build sites shall receive construction-readiness assessments, while renovation sites shall receive modernization-readiness assessments. Zvlokiquix shall also determine which parts of each port shall be designated for domestic use and which parts may be designated for regional EAST3 use.

Domestic-use sections shall prioritize Zvlokiquixian internal trade, island supply, civilian transport, maintenance operations, and national logistics. Regional-use sections shall be designed to support EAST3 trade, allied cargo traffic, emergency response coordination, and broader regional supply-chain efficiency.

During this period, Zvlokiquix shall also begin drafting compliance standards for regional port access. These standards shall include vessel size reporting, docking schedules, cargo storage limits, hazardous material rules, digital manifest requirements, security screening, and penalties for inaccurate or noncompliant reporting. These measures are intended to protect port efficiency and prevent unnecessary congestion within the smart-port network.

By the end of June 2128, Zvlokiquix expects to have completed the first full engineering determination for all seven Phase I sites.

**VI. July 2128: Material Auditing and Allied Technical Coordination**

During July 2128, Zvlokiquix shall conduct a full material and resource audit for Phase I. This audit shall determine the quantity, source, cost, delivery route, storage location, and timing for the materials required before and after groundbreaking.

The audit shall include concrete, sand, asphalt, steel, glass, copper, cranes, dock components, electrical backbones, fiber systems, data-storage equipment, cybersecurity infrastructure, automated cargo technologies, administrative buildings, and rare earth mineral-based technologies.

Zvlokiquix shall coordinate with Guangzhou regarding smart-port automation, high-speed cyberspace connections, data infrastructure, artificial intelligence systems, Internet of Things integration, and any approved Titan construction-unit support for civilian infrastructure. Zvlokiquix shall also coordinate with Javnia regarding the findings of dredging operations, harbor access requirements, maritime training, and recommended maintenance practices for dredged channels and port basins.

By the end of July 2128, Zvlokiquix expects to have a working estimate of the physical materials, technical systems, labor requirements, and allied contributions necessary for the September 2128 groundbreaking.

**VII. August 2128: Final Readiness Review Before Groundbreaking**

During August 2128, Zvlokiquix shall conduct a final pre-groundbreaking readiness review. This review shall determine whether each Phase I site is prepared for its assigned stage of construction or renovation.

The review shall include confirmation of land access, harbor access, dredging status, environmental compliance, material availability, labor deployment, port security, data infrastructure planning, construction staging areas, and allied support arrangements.

Masami shall receive the most detailed final review because construction at North Masami Port and renovation at South Masami Port are expected to establish the methods and standards for the rest of Phase I. Lessons learned from Masami shall be formally recorded and applied to Yuuki and Cavidan.

A final Phase I readiness report shall be prepared by the Government of Zvlokiquix and shared with appropriate representatives from Guangzhou and Javnia. This report shall confirm whether September 2128 groundbreaking may proceed as scheduled and whether any specific site requires delay, redesign, or additional support.

**VIII. Formal Request to the Kingdom of Javnia**

The Post-Collapse Super Nation of Zvlokiquix respectfully requests the assistance of the Kingdom of Javnia through the cooperative use of a Javnian dredge ship during the pre-Phase I preparation period.

This request is made in direct response to Javnia’s generous statement that it stands ready to assist Zvlokiquix with technical consultation, infrastructure planning support, logistics expertise, digital port management cooperation, personnel training, and other forms of assistance.

Zvlokiquix specifically requests Javnian support in the following areas:

Harbor-depth assessment for the seven confirmed Phase I smart-port sites.
Dredging and preparation of vessel approach channels.
Sediment removal near selected port basins.
Seabed evaluation for new construction sites.
Support for determining whether renovated ports require expanded or deepened harbor access.
Technical consultation regarding safe dredging practices and future harbor maintenance.
Training opportunities for Zvlokiquixian maritime and port personnel.

The Government of Zvlokiquix proposes that Javnia’s dredge ship first assist with North Masami Port and South Masami Port before proceeding to Yuuki and Cavidan as conditions allow. Zvlokiquix believes this order of operations will produce the greatest immediate benefit, as Masami is the primary foundation site for the broader Phase I effort.

All Javnian personnel, equipment, and operations within Zvlokiquixian territory and waters shall remain subject to Zvlokiquixian sovereignty, law, environmental review, maritime safety standards, and port authority oversight. Zvlokiquix welcomes Javnian assistance as an allied contribution, but final authority over operating zones, schedules, security requirements, and approval of dredging activity shall remain with Zvlokiquix.

The specific terms of deployment, including operating duration, fuel, crew accommodations, maintenance responsibilities, security procedures, cost-sharing, environmental safeguards, and reporting requirements, may be established through a separate technical memorandum between Zvlokiquix and Javnia.

**IX. Closing Statement**

The Post-Collapse Super Nation of Zvlokiquix believes that the six months preceding September 2128 will determine the readiness and credibility of Phase I of the Joint Smart-Port Development Initiative. The work completed during this period will ensure that groundbreaking begins with discipline, clarity, and realistic operational expectations.

With Guangzhou’s continued partnership, Javnia’s offered support, and the broader cooperation of EAST3, Zvlokiquix is confident that the JSDI can become a defining regional infrastructure project for the Eastern Hemisphere. Through careful surveying, responsible dredging, transparent planning, and strict respect for national sovereignty, Zvlokiquix intends to establish a smart-port network capable of strengthening trade, improving transportation efficiency, supporting emergency response, and expanding regional prosperity.

**I. Strategic Purpose of the Pre-Phase I Period**

The pre-Phase I period shall focus on the following objectives:

To complete land and coastal surveying for all confirmed Phase I sites.

To inspect and inventory existing facilities at South Masami Port, North Yuuki Port, East Yuuki Port, and East Cavidan Port.
To prepare development plans for the new port sites of North Masami Port, South Yuuki Port, and West Cavidan Port.
To determine harbor depth, channel access, seabed conditions, and dredging requirements for all seven Phase I sites.
To conduct material audits for construction, renovation, electrical infrastructure, data systems, fiber groundwork, cranes, docks, administrative buildings, and smart-port technologies.
To establish the distinction between domestic-use sections and regional-use sections of each smart-port facility.
To coordinate with Guangzhou regarding smart-port technology, high-speed cyberspace infrastructure, Titan construction-unit support, and digital logistics systems.
To formally request Javnian assistance through the use of a dredge ship and related maritime engineering expertise.

The expeditionary contingent is scheduled to depart the Kingdom of Javnia on 14 February 2128, with an estimated arrival at Masami on or about 21 February 2128, subject to prevailing weather and sea conditions.

Upon arrival, the survey teams will commence hydrographic, bathymetric, and environmental assessments to support the planning and construction of modern smart-port facilities. Concurrently, the dredging vessels will begin preparatory channel improvement and harbor deepening operations as directed by the joint engineering committee.

The Government of the Kingdom of Javnia looks forward to working closely with our counterparts in the Post-Collapse Super Nation of Zvlokiquix on this important initiative, which will strengthen regional maritime infrastructure, expand commercial opportunities, and further deepen the longstanding friendship and cooperation between our two nations.

Official Statement on the completion of Phase I and the beginning of Phase II of the Joint Smart-Port Development Initiative.

The Post-Collapse Super Nation of Zvlokiquix is honored to announce the successful completion of Phase I of the Joint Smart-Port Development Initiative (JSDI), marking a major achievement in the modernization of regional maritime infrastructure and the continued strengthening of economic cooperation throughout EAST3.

Phase I focused on the development and modernization of smart-port facilities across the Zvlokiquixian islands of Masami, Yuuki, and Cavidan. Through extensive planning, land surveying, coastal assessment, dredging operations, infrastructure construction, and smart-system integration, Zvlokiquix has completed the foundational stage of a project intended to reshape maritime logistics across the region.

The completed Phase I sites include North Masami Port, South Masami Port, South Yuuki Port, North Yuuki Port, East Yuuki Port, West Cavidan Port, and East Cavidan Port. These facilities now stand as the first major operational smart-port network within the Zvlokiquixian portion of the JSDI, combining modern port construction with digital logistics systems, improved harbor access, regional-use sections, and infrastructure designed to support both domestic and EAST3 commercial activity.

Zvlokiquix extends its sincere appreciation to The Corporate Alliance of the People’s Republic of Guangzhou for its continued partnership, technical cooperation, and assistance in the digital and logistical foundation of the initiative. Zvlokiquix also extends its gratitude to the Kingdom of Javnia for its vital support during the preparation of Phase I, including maritime surveying, dredging assistance, harbor assessment, and operational cooperation.

The successful completion of Phase I confirms the strength of the phased development model adopted by Zvlokiquix and its partners. Masami served as the foundation and proving ground for the initiative, allowing engineers, planners, and port authorities to refine the methods needed for future expansion. The lessons learned across Masami, Yuuki, and Cavidan shall now guide the broader development of the JSDI throughout the remaining Zvlokiquixian island chain and, where requested, throughout other participating EAST3 territories.

With Phase I now complete, Zvlokiquix hereby announces the formal beginning of Phase II of the Joint Smart-Port Development Initiative.

Phase II shall focus on the Zvlokiquixian islands of Hivata, the Hina Islands, and the Aoi Islands. These islands represent the westernmost portion of Zvlokiquix’s outlying island network and shall serve as critical midway points between the main Zvlokiquixian island chain and the farther eastern territories. Due to their location, the Phase II ports shall also play a central role in supporting distribution routes to the southern countries of EAST3.

The purpose of Phase II shall be to expand the smart-port network beyond its initial foundation and strengthen the logistical reach of the region. These new and renovated facilities shall improve cargo movement, shorten vessel turnaround times, support emergency response coordination, increase supply-chain resilience, and provide stronger maritime connections between Zvlokiquix, its outlying islands, and allied EAST3 nations.

As with Phase I, all construction, renovation, foreign assistance, private-sector support, and allied participation within Zvlokiquixian territory shall remain subject to Zvlokiquixian law, compliance review, environmental oversight, security standards, and sovereign authority. Zvlokiquix welcomes cooperation from Guangzhou, Javnia, and other EAST3 members, while reaffirming that all infrastructure built on Zvlokiquixian land and water shall remain under the ownership and jurisdiction of the Post-Collapse Super Nation of Zvlokiquix.

The completion of Phase I is not merely the conclusion of a construction stage. It is proof that the Joint Smart-Port Development Initiative is achievable, scalable, and capable of delivering practical benefits to the region. The beginning of Phase II represents the next step toward a stronger, faster, and more connected EAST3 maritime network.
