1. OPENING STATEMENT
1.1. In exercise of the executive authority conferred upon the Office of the Prime Minister pursuant to Article IV, Section 2 of the Constitution of the Republic of Novara, and in accordance with the provisions set forth in the State Administrative Organization Act, it is hereby formally notified and decreed that the Government is establishing the organizational framework of ministerial departments and promulgating the appointment of their respective departmental heads.
2. EXECUTIVE AUTHORITY
2.1. Presiding Authority: Prime Minister Rimuru Tempest.
2.2. Scope of Responsibility: The Prime Minister shall hold and exercise overall executive responsibility for the strategic direction, operational oversight, inter-departmental integration, and statutory coordination of all Ministries and National Agencies constituted within this notification.
3. MINISTERIAL DEPARTMENTS
The following Ministries are hereby established. The designated individuals are appointed to the Office of the Secretary for their respective departments, assuming full statutory authority and administrative duties with immediate effect:
3.1. Ministry of Finance and Treasury
• Secretary Appointee: Adrian Voss
• Mandate: To oversee state fiscal policy, manage the national treasury, regulate public expenditure, and ensure macroeconomic stability.
3.2. Ministry of Economic Development and Industry
• Secretary Appointee: Elena Marikova
• Mandate: To foster sustainable economic growth, regulate industrial sectors, promote commerce, and oversee trade relations.
3.3. Ministry of Infrastructure and Transport
• Secretary Appointee: Victor Halberg
• Mandate: To plan, construct, and maintain national public works, and to oversee domestic and international transit networks.
3.4. Ministry of Health and Social Welfare
• Secretary Appointee: Dr. Alina Vereshk
• Mandate: To administer public health initiatives, manage medical infrastructure, and oversee state-sponsored social protection programs.
3.5. Ministry of Education and Human Development
• Secretary Appointee: Daniel Kovin
• Mandate: To formulate national educational standards, manage public academic institutions, and promote comprehensive workforce skill development.
3.6. Ministry of Internal Affairs
• Secretary Appointee: Marcus Reinhardt
• Mandate: To maintain domestic security, enforce law and order, and manage civil administration across all territorial jurisdictions.
3.7. Ministry of Foreign Affairs
• Secretary Appointee: Sofia Laurent
• Mandate: To execute international diplomacy, negotiate bilateral and multilateral treaties, and protect Novaran interests abroad.
3.8. Ministry of Defense
• Secretary Appointee: General Erik Volkov
• Mandate: To safeguard the territorial integrity and national sovereignty of the Republic against all external and systemic threats.
4. NATIONAL AGENCIES
To execute specialized and targeted governmental functions, the following National Agencies are hereby established, and their respective Directors officially appointed:
4.1. National Investment Authority
• Director Appointee: Lucas Moreau
• Mandate: To attract, evaluate, and manage domestic and foreign capital investments to stimulate sovereign development.
4.2. Central Planning Commission
• Director Appointee: Helena Strauss
• Mandate: To formulate long-term socio-economic development strategies and ensure the efficient allocation of state resources.
4.3. Digital Governance Authority
• Director Appointee: Arjun Mehta
• Mandate: To modernize public administration through technological innovation, maintain state cyber infrastructure, and ensure digital security.
4.4. Public Accountability Office
• Director Appointee: Clara Weiss
• Mandate: To conduct independent audits of government bodies, investigate administrative malfeasance, and ensure transparency in public service.
5. ADMINISTRATIVE CLAUSE
5.1. It is strictly mandated that all established departments, ministries, and national agencies enumerated in Sections 3 and 4 of this decree shall function under the direct authority, continuous supervision, and final jurisdiction of the Prime Minister. All Secretaries and Directors shall report directly to the Executive Office.
6. ENTRY INTO FORCE
6.1. This order shall come into effect immediately upon formal registration and publication in the Official Gazette of the Republic of Novara. All civil servants, statutory bodies, and relevant territorial jurisdictions are hereby directed to ensure immediate compliance and operational transition.

ISSUED AND PROMULGATED this Ninth Day of April, in the Year Two Thousand and Twenty-Six.
