When the old world ended in 2047 and the Lazarus Strain swept across the continents, the surface burned. The people who would eventually become Novarans did not survive by hiding in military fortresses. They were the doctors, toxicologists, and scientists trapped in isolated Level-4 bio-containment research hubs, deep underground transit stations, and subterranean pharmaceutical foundries across the region.
For decades during the long winter, these medical bunkers operated completely cut off from one another. In the dark, “Community Medicine” wasn’t a government department—it was a brutal mathematics of survival. Doctors made god-like decisions. They studied the poison in the water and the mutations in the blood of the Afflicted tearing at their heavy steel doors. They survived by synthesizing antibiotics and trading clean water to desperate surface-dwellers in exchange for salvaged scrap.
As the decades passed and the sky finally bled blue again, these scattered, fiercely independent medical bunkers realized a hard truth: a single bunker can survive, but it cannot rebuild.
Slowly, runners began connecting the subterranean grids. Doctors traded formulas. Triage centers shared their encrypted ledgers. They didn’t resurrect an old, failed nation from the ashes. Instead, they forged something entirely new. They drew new borders around the safe zones and called their union the Republic of Novara.
We were born in quarantine. That is why our modern borders are strict. That is why we demand digital and physical sovereignty. We remember the days when a single breached seal meant the death of thousands. We know that the Lazarus Strain is walled away, not eradicated.
PRESENT DAY: NOVA PRIME, THE STATE SECRETARIAT
Secretary Elena Marikova stood before the press pool in the State Secretariat, the emblem of the newly formed Directorate of Community Medicine glowing on the screens behind her. The Commonwealth was fracturing over 15 Billion Crowns and rusting train tracks in Thessarapolis. It was time for Novara to remind the world what survival actually looked like.
“The Republic of Novara is a young nation, but our roots are deep in the ashes of the old world,” Marikova began, her voice cutting through the quiet hum of the broadcast room. “We hear the cries of the workers in Thessarapolis. We see the Commonwealth straining under the weight of its own reconstruction. But while we argue over stock markets and trade bridges, the Wild Zones remain. The Afflicted remain.”
She tapped a key on the podium, bringing up schematics of massive, heavily armored vehicles.
“Before we were Novarans, our ancestors fought the Lazarus Strain in the dark so we could stand in the light today. We will not abandon that duty. Today, we allocate €S 1.5 Billion from the Commonwealth Treasury to launch the Asklepios Initiative.”
The schematics rotated, displaying Mobile Bio-Reclamation Fortresses—massive, self-sustaining convoys equipped with state-of-the-art pathogen scanners, radiation scrubbers, and heavy artillery.
“Novara will secure the borders of the Wild Zones. We will provide the toxicology, the medicine, and the scientists to ensure the horrors of 2047 never breach our walls again. But we cannot build the armor alone.”
Marikova looked directly into the primary camera, addressing the rioting superpower across the ocean.

1. THE BIO-SECURITY MANDATE

2. CAPITAL ALLOCATION: THE ASKLEPIOS INITIATIVE
Under the joint authority of the Ministry of Economic Development and Industry and the Directorate of Community Medicine, the Republic is allocating €S 1,500,000,000 from the recent Commonwealth Treasury injection to launch the Asklepios Initiative.
These funds will entirely finance the design, construction, and deployment of the Commonwealth’s first fleet of Mobile Bio-Reclamation Fortresses. These units will operate as heavily armored, self-sustaining medical convoys, equipped with:
