Conclusion of Referendum & Commencement of Electoral Season

Elections Start on April 18 and conclude on April 20.

Dear Citizens and Commerans of the United Commonwealth,

The constitutional referendum has now formally concluded. With 13 out of 20 active citizens participating in favor, this result constitutes a clear plurality of the available and active citizenry. As such, the Constitution is hereby considered ratified, and we now move forward into the next phase of our Union’s development.

With this milestone achieved, we are officially declaring the beginning of the Commonwealth’s first electoral season.

Effective immediately, all eligible citizens may declare their candidacy for the following elected positions:

President of the Commonwealth
Speaker of the Senate
Senator(s) of the Commonwealth Senate (Capped at 3)

Candidates are expected to publicly campaign for their desired office. This includes presenting their platform, engaging with fellow citizens, and demonstrating their vision for the Commonwealth. Elections are not merely procedural, they are the foundation of our democratic legitimacy.

There is, however, an important matter that must be addressed with full transparency.

The Constitution, as ratified, assigns the role of World Assembly Delegate to both the President and the Speaker of the Senate without establishing a hierarchy or mechanism of resolution. As a result, neither office may lawfully exercise the powers of the Delegacy without creating a constitutional conflict.

The position is therefore considered in abeyance until such time as a constitutional amendment is passed to resolve the inconsistency.

It shall be the responsibility of the First Commonwealth Administration to introduce and ratify the necessary amendment to formally assign the role in accordance with the intended structure of governance.

Let this serve as a clear lesson to all current and future legislators of the Commonwealth: every piece of legislation must be read carefully and scrutinized before being put to a vote. This situation could have been avoided through more thorough review.

It is also important to note that the authors of this Constitution were aware of this issue during the referendum period and had the opportunity to amend it. However, we made the deliberate decision not to intervene mid-process. We chose instead to uphold the principles of procedural transparency and honest governance, believing it to be our duty to respect the integrity of the process over convenience.

The Commonwealth now enters a new chapter - one defined not by drafting, but by action. A chapter where people serve people. And actions serve louder than words.

We encourage all citizens to participate actively, whether as candidates or voters, and to help shape the future of our Union.

As a contributor to the drafting of the Constitution, I bring with me a familiarity beyond the surface of its pages. Historically, those involved in founding systems have often taken on roles to ensure their execution. Figures such as John Adams, first President pro tempore of the US Senate, reflect the value of continuity between architect and steward.

Beyond authorship, I have a demonstrated record of building and maintaining structured regions, notably through my work as the “Dungeon Master,” Anax, and World Assembly Delegate of Prudentia, which witnessed its highest levels of activity during my tenure. That experience reflects an ability to lead within established frameworks.

My strengths are procedural, with a specialization in legislative writing, structural clarity, and the consistent application of rules. The role of Speaker is not just to lead discussion, but to maintain order in the Senate, enforce standards necessary for building a Region, and ensure that legislation is handled with care and precision. The United Commonwealth needs a disciplined operator of its Constitution.

I do not claim ownership of this system, I merely endeavor to become a custodian acting on behalf of its citizens to ensure the Senate has a solid foundation to start on.

My approach to this position is informed by real-world exposure to legislative procedure and political decorum, applied here in a measured, practical, and predictable manner free of the weight of a political agenda. I am not seeking to repair a broken system, but to establish one correctly. The expectations set now will define future Senates.

I am honoured to formally declare my candidacy for President of the United Commonwealth.

I come to this moment not to speak for one nation, but to listen to all of them. The Presidency is not a throne — it is a responsibility. A responsibility to every citizen who voted for this Constitution, every nation that chose to call this Commonwealth home, and every future member who has not yet arrived but whose place we are quietly preparing.

Our Constitution is a remarkable achievement. It is principled, thoughtful, and built with genuine care. But a founding document, however well-crafted, is only as strong as the governance that breathes life into it. And there is work ahead of us that cannot wait.

Two matters deserve our honest attention from day one.

The first is our electoral framework. Article VI of our Constitution rightly establishes that elections shall be conducted at regular intervals — but it defers the details of how to law. That law does not yet exist. As President, working in close coordination with the Senate, I will make the passage of a clear, fair, and comprehensive Electoral Law one of my earliest priorities. Our democratic legitimacy depends on it. Citizens deserve to know exactly how their voice is counted, protected, and honoured.

The second is the question of the World Assembly Delegacy. As it stands, the Constitution assigns this role to both the President and the Speaker of the Senate without resolving which takes precedence. This is not a flaw to be embarrassed about — it is simply unfinished work, and unfinished work deserves honest resolution. I will work transparently with the Senate to bring forward a constitutional amendment that settles this question cleanly, so that neither office operates under legal ambiguity.

Beyond these immediate priorities, my vision for this Commonwealth is a simple one: that every member nation — regardless of size, age, or influence — feels genuinely represented in the decisions that shape our shared future. That our institutions are predictable enough to be trusted, and flexible enough to grow. That governance here feels less like a bureaucracy and more like a conversation between equals.

I have experience in building, in negotiating, and in the quiet, unglamorous work of keeping institutions functional when the excitement of founding has passed. I do not seek this office for recognition. I seek it because I believe the Commonwealth is worth the effort, and because I am prepared to give that effort fully.

A Commonwealth Worth Building — Rimuru Tempest for President

Something remarkable is happening here. A constitution has been ratified. Elections have been called. And for the first time, this Commonwealth is ready to be led.

I am Rimuru Tempest and I am running for President of the United Commonwealth.

Let me be straight with you about where we are right now. We have a constitution but no Electoral Law to back it up. We have a Delegacy that nobody can legally hold without a constitutional conflict. We have incredible potential but no structured pathway for new nations to plug into what we are building. These are not failures — they are unfinished work. And unfinished work deserves honest, dedicated leadership to see it through.

That is exactly what I am offering.

Here is what I am going to do.

The very first thing on my agenda is fixing our constitutional gaps. I will introduce a clear Electoral Law so that every future election in this Commonwealth runs on solid legal ground. I will introduce an amendment to resolve the World Assembly Delegacy conflict so both the Presidency and the Speaker can operate without ambiguity. These are not complicated fixes — they just need someone committed enough to prioritise them from day one.

Next, I am going to get this Commonwealth growing. A region with more nations is a region with more influence, more endorsements, more voices, and more power in the World Assembly. I will direct the Department of State to run a dedicated recruitment operation — targeting new nations, building embassy relationships with active regions across NationStates, and posting on regional message boards to let the world know that the United Commonwealth is open, active, and worth joining.

But recruiting nations is only half the battle. Keeping them is the other half — and that is where most regions fail. I want every nation that arrives here to immediately feel invested. That means fast access to Commonwealth funding, a personal welcome, an easy entry point into our roleplay and our economy, and a community that is genuinely active and worth being part of. A busy forum, a lively RMB, nations engaging with each other — that is what makes people stay.

On the World Assembly front, I will introduce an internal endorsement policy so that every WA member in this region endorses every other WA member. More endorsements means faster influence growth for everyone — and a stronger, more protected region for all of us. And once we have the numbers to back it up, I will begin building an embassy network with established regions — opening pipelines for new recruits and raising the Commonwealth’s profile on the world stage.

And long term? I want a Commonwealth with a unified foreign policy so we speak with one voice internationally. I want a collective defense framework so no member nation ever feels exposed or alone. I want this region to grow from where it is today into something the world genuinely notices.

This is not a vague promise. This is a plan. And I intend to execute it.
