SUBJECT: PROJECT AEGIS – INFRASTRUCTURE REQUIREMENTS AND MANDATES
1. OPENING OF BIDS
Following the preliminary notification regarding Project Aegis, the Ministry of Economic Development and Industry hereby opens the floor to formal proposals. To successfully secure the €S 2,500,000,000 contract, bidding nations must submit a comprehensive plan that fulfills the following structural, technical, and economic mandates.
2. SCOPE OF PROCUREMENT AND TECHNICAL ARCHITECTURE
The selected foreign sovereign entity or state-backed corporation shall be contracted to deliver a comprehensive, turnkey digital ecosystem. Project Aegis must be modeled on advanced decentralized governance frameworks and must fulfill the following architectural requirements:
• 2.1. The “Aegis-Interlink” Data Exchange Layer: The contractor must design and deploy a secure, decentralized interoperability framework. Rather than a vulnerable, singular data silo, this encrypted layer will allow distinct Novaran ministries (Health, Finance, Internal Affairs) to securely exchange data in real-time while maintaining departmental data sovereignty and mitigating single-point-of-failure cyber risks.
• 2.2. The Sovereign E-Identity (N-ID) Framework: The development of a cryptographic, biometric-backed National Digital Identity system for all Novaran civil servants and, in subsequent phases, the general populace. This system must utilize secure ledger technology to provide immutable digital signatures for state contracts, medical records, and financial transactions.
• 2.3. Enforcement of the “Once-Only” Data Principle: The software architecture must be explicitly coded to support Novara’s new administrative legal framework, the “Once-Only Policy.” The network must ensure that citizens and civil servants are never required to submit the same data points to the state multiple times across different departments. Once registered with one agency, the data must seamlessly and securely sync across the Aegis-Interlink.
• 2.4. End-User Hardware and Paperless Governance: The production and provisioning of 500,000 proprietary, secure mobile/tablet devices. Devices must feature hardware-level encryption (Trusted Platform Modules), biometric N-ID authentication readers, and a closed-ecosystem operating system designed exclusively to transition Novara’s civil administration, public health networks, and municipal management to a 100% paperless e-Cabinet system.
• 2.5. Crisis Resilience and Air-Gapping: The central routing infrastructure must feature rapid air-gapping capabilities, allowing the Novaran Ministry of Internal Affairs to instantly sever external internet connectivity while maintaining full domestic intranet functionality during a global cyber-crisis.
3. LOCALIZATION AND DOMESTIC MANUFACTURING MANDATE
The Republic of Novara demands sustainable industrial growth. Bids consisting entirely of imported, pre-assembled foreign hardware will be rejected. The winning proposal must include substantial Foreign Direct Investment (FDI):
• 3.1. Domestic Assembly Plants: A minimum of 40% of the allocated €S 2.5 Billion budget must be injected directly into the Novaran economy through the construction of physical assembly and manufacturing plants within our sovereign borders.
• 3.2. Novaran Labor Integration: The contractor must commit to hiring and training Novaran citizens to staff these facilities, transferring necessary technical skills to the domestic workforce for long-term maintenance.
4. FINANCIAL PROVISIONS AND DISBURSEMENT SCHEDULE
Capital disbursement will not occur as a single lump sum. To ensure continuous project momentum and contractual compliance, the €S 2,500,000,000 capital allocation will be released in the following targeted tranches:
• Tranche 1 (15% - €S 375,000,000): Released upon formal signing of the bilateral contract and the physical mobilization of architectural and construction teams to Novara.
• Tranche 2 (35% - €S 875,000,000): Released upon the certified completion and operational readiness of the domestic manufacturing and assembly facilities.
• Tranche 3 (30% - €S 750,000,000): Released upon the successful localized assembly, testing, and delivery of the first 250,000 hardware units.
• Tranche 4 (20% - €S 500,000,000): Released upon final network integration, security auditing by the Ministry of Internal Affairs, and the complete handover of facility operations to Novaran state oversight.
5. SUBMISSION PREREQUISITES AND REQUIRED DOCUMENTATION
To be considered a valid entry for the Project Aegis contract, bidding nations must explicitly provide the following documentation within their formal proposal:
• 5.1. Diplomatic Endorsement: A formal statement of authorization from the bidding nation’s Head of State, Ministry of Commerce, or equivalent executive authority.
• 5.2. Technical Blueprint: A comprehensive summary detailing the proposed software architecture for the Aegis-Interlink and the hardware specifications for the state-issued tablet devices.
• 5.3. FDI and Localization Strategy: A concrete logistical timeline detailing the construction of the Novaran manufacturing facilities, alongside a framework for domestic labor integration and skills transfer.
• 5.4. Security Compliance Agreement: A written concession that all source code, physical infrastructure, and encrypted networks will be subject to rigorous security auditing by the Novaran Ministry of Internal Affairs prior to final handover.
6. ADMINISTRATIVE SUBMISSION PROTOCOL
The Republic of Novara formally invites the nations of the United Commonwealth to present their bids. Foreign delegations may submit their official proposals directly to the Department of State Procurement by responding to this notification.
