Between the People’s Republic of Guangzhou and the Republic of Javnia
PREAMBLE
Recognizing the mutual benefits of economic cooperation, maritime safety, and logistical efficiency, both parties agree to establish a framework governing shared port access, standardized cargo systems, and coordinated responses in both peacetime and crisis.
ARTICLE I – SCOPE AND DEFINITIONS
1. Shared Port Access
Designated ports in each nation shall be open to commercial and authorized government vessels of the other party under agreed conditions.
2. Standardized Cargo Systems
Both parties adopt interoperable cargo units, including:
● ISO containers (20ft, 40ft)
● PALCONs (Palletized Containers)
● QUADCONs (Quarter Containers)
● Bulk and specialized cargo modules
3. Logistics Coordination
Includes scheduling, port services, customs handling, and multimodal transport integration.
4. Designated Logistics Zones
Designated logistics zones may be established within participating ports for the exclusive use of each party’s commercial and logistical operations.
ARTICLE II – PORT ACCESS AND OPERATIONS
1. Access Rights
● Commercial, humanitarian, and government vessels shall receive non-discriminatory port access.
● Military vessels require prior diplomatic clearance except during joint exercises or emergencies.
2. Port Services
● Equal access to fueling, repair, berthing, and cargo handling facilities.
● Priority lanes for time-sensitive cargo (medical, food, disaster relief).
● Strategic cargo may receive expedited priority handling as designated by either party.
3. Digital Coordination
Shared logistics platform for:

◦ Arrival/departure scheduling
◦ Real-time tracking of containers
Platform may incorporate:
◦ AI-assisted logistics systems
◦ Predictive routing and automation technologies
4. Logistics Operator Integration
PRG Logistics will be designated as a primary coordinating operator for logistics integration, scheduling optimization, and cargo movement efficiency across shared port systems.
ARTICLE II-A – GOLD TIER ACCESS DESIGNATION
The Republic of Javnia shall be designated as a Gold Tier Trade and Logistics Partner of the People’s Republic of Guangzhou.
Gold Tier status grants:
● Priority access to port services, berthing, and scheduling
● Expedited customs processing and pre-clearance privileges
● Preferential access to high-demand exports, including strategic materials and advanced systems
● Integration into advanced logistics coordination platforms
● Eligibility for joint infrastructure development and accelerated project timelines
Gold Tier status is contingent upon continued cooperation, mutual trade balance, and adherence to this agreement.
ARTICLE III – CARGO STANDARDIZATION AND HANDLING
1. Compatibility
● Ports shall maintain infrastructure compatible with containers, PALCONs, and QUADCONs.
● Standardized locking, lifting, and tracking systems required.
2. Inspection and Customs
● Joint inspection protocols to reduce duplication.
● Pre-clearance programs for trusted operators.
3. Hazardous Materials
● Must comply with internationally recognized maritime safety codes.
● Mandatory declaration and specialized handling zones.
ARTICLE IV – SAFETY AND SECURITY REGULATIONS
1. Port Safety Standards
Uniform safety codes for:

2. Personnel Safety
● Mandatory training certification for port workers.

ARTICLE V – LIABILITY AND MISHAP RESPONSIBILITY

● Vessel owners/operators are responsible for damages caused by navigation or onboard failures.
● Port authorities are responsible for damages caused by infrastructure failure.
3. Cargo

4. Personnel Injury

ARTICLE VII – DISASTER RESPONSE AND HUMANITARIAN COOPERATION

2. Joint Response Coordination
Shared command centers for:
