Preamble

The People’s Republic of Guangzhou and the Kingdom of Javnia (hereinafter referred to as “the Parties”),

Recognizing the strategic importance of the Spratly Islands as a critical maritime region within major international shipping lanes;

Acknowledging that the Spratly Islands comprise numerous islands, islets, reefs, and maritime features, with limited natural habitation, scarce freshwater resources, and minimal arable land;

Desiring to promote peace, stability, and mutual economic benefit in the region;

Affirming their commitment to sovereign integrity, environmental preservation, and responsible resource management;

Have agreed as follows:

Article I – Recognition of Sovereignty

The Parties mutually recognize and respect the sovereign territorial claims as agreed upon through bilateral consultation regarding the Spratly Islands.
Neither Party shall challenge or undermine the recognized sovereignty of the other within the agreed framework.
All activities conducted under this Treaty shall be consistent with this mutual recognition.

Article II – Joint Resource Exploration and Development

The Parties agree to establish a Joint Resource Authority (JRA) to oversee the exploration, extraction, and management of oil and natural gas resources within designated zones.
All exploration and extraction activities shall be conducted jointly unless otherwise agreed in writing.
Revenues derived from such activities shall be shared equally (50/50), unless modified by supplementary agreement.
The Parties shall ensure that all operations meet internationally accepted safety and environmental standards.

Article III – Prohibition of Unauthorized Exploitation

The following activities are strictly prohibited within the jointly administered zones:
- Commercial fishing
- Dumping of waste or hazardous materials
- Unauthorized resource extraction

Exceptions may only be granted through unanimous consent of both Parties under clearly defined regulatory frameworks.

Article IV – Environmental Protection

Affirming that no single EAST3 member state, including the Kingdom of Javnia, can independently match the scale, speed, and investment of these external actors;

Recalling the demonstrated success of the Kingdom of Javnia’s emerging space initiatives, as reported in recent official communications, which have proven efficient, innovative, and cost-conscious;

Desiring to strengthen regional cooperation, technological independence, and collective security;

The Parties shall establish a cooperative framework known as the EAST3 Joint Space Program (EJSP).
The EJSP shall serve as the primary mechanism for:

Article VII — Economic and Commercial Development

1. The EJSP shall encourage:

o Public-private partnerships

2. Member states may jointly establish commercial subsidiaries or cooperative enterprises under the authority of the JSC.
