EAST3 Joint Space Program Treaty (EJSP)
Between the Kingdom of Javnia, the People’s Republic of Guangzhou, and the Democratic Republic of Rilicon
The Kingdom of Javnia, the People’s Republic of Guangzhou, and the Democratic Republic of Rilicon, hereafter referred to collectively as “the Parties,” recognizing the strategic importance of space technology, scientific advancement, regional cooperation, and technological independence, hereby establish the EAST3 Joint Space Program (EJSP).

Article I — Establishment of the EAST3 Joint Space Program (EJSP)
1. The Parties hereby establish a cooperative framework known as the EAST3 Joint Space Program (EJSP).
2. The EJSP shall serve as the primary mechanism for cooperative activities involving:
o Space research and development
o Satellite design, launch, and operation
o Shared orbital infrastructure
o Integrated space-based communications systems
o Joint data management and analysis systems
3. The Parties affirm that cooperation under the EJSP shall strengthen scientific collaboration, regional technological capabilities, and strategic resilience.

Article II — Objectives
The objectives of the EJSP shall include:
1. Development of cost-effective satellite constellations for:
o Communications systems
o Earth observation and environmental monitoring
o Navigation and timing services
o Disaster monitoring and emergency coordination
2. Advancement of launch capabilities through shared:
o Infrastructure
o Research facilities
o Engineering expertise
o Manufacturing resources
3. Promotion of:
o Scientific research
o Aerospace innovation
o Educational and technical training programs
4. Enhancement of regional security through:
o Space-based situational awareness
o Orbital monitoring systems
o Shared intelligence regarding orbital hazards and threats
5. Reduction of dependency on non-EAST3 foreign space infrastructure and satellite systems.

Article III — Organizational Structure
1. The EJSP shall be governed by a Joint Space Council (JSC) composed of official representatives appointed by each member state.
2. The JSC shall:
o Establish strategic priorities
o Approve major program expenditures
o Coordinate multinational missions
o Oversee regulatory and security compliance
3. A Technical Directorate, headquartered in the Kingdom of Javnia, shall oversee:
o Engineering and spacecraft design
o Mission planning
o Program management
o Systems integration
o Testing and deployment operations
4. Specialized working groups shall be established for:
o Launch systems development
o Satellite engineering and payload technologies
o Data integration and cybersecurity
o Orbital safety and debris mitigation
o Coordination with the United States of Thessara Space Force

Article IV — Contributions and Resource Sharing
1. Member states shall contribute according to national capacity, including:
o Financial investment
o Scientific and engineering expertise
o Launch infrastructure
o Research facilities
o Manufacturing support
2. Contributions may be proportional or negotiated according to national capabilities and agreed program responsibilities.
3. All jointly developed technologies, systems, and research outputs shall be shared among member states under mutually agreed security and classification protocols.
4. Sensitive technologies designated as restricted by unanimous agreement of the JSC may be subject to controlled-access provisions.

Article V — Phased Implementation
Phase I — Foundation and Integration (Year 1)
Activities shall include:
· Consolidation of existing national space programs
· Development of standardized small satellite platforms
· Establishment of governance systems and operational facilities
· Recruitment and training of multinational technical personnel
Phase II — Expansion and Deployment (Years 2–3)
Activities shall include:
· Deployment of shared satellite constellations
· Development of regional launch capabilities
· Expansion of orbital communications infrastructure
· Integration of shared data processing systems
Phase III — Advanced Operations and Exploration (Years 4–15)
Activities shall include:
· Advanced orbital missions
· Deep space and planetary research initiatives
· Space manufacturing and experimental technologies
· Commercial aerospace partnerships and industrial expansion

Article VI — Peaceful Use and Security
1. The Parties affirm that the EJSP shall prioritize the peaceful use of outer space in accordance with recognized international norms and principles.
2. Space-based systems developed under the EJSP may support:
o Defensive monitoring
o Navigation support
o Disaster response
o Strategic situational awareness
3. The Parties agree that EJSP systems shall not be used for aggressive militarization or offensive orbital weapon deployment.
4. All Parties shall maintain transparency and mutual oversight regarding sensitive technological developments conducted under the EJSP framework.

Article VII — Economic and Commercial Development
1. The EJSP shall encourage:
o Public-private partnerships
o Commercial launch services
o Aerospace manufacturing initiatives
o Commercial satellite services
o Scientific licensing agreements
2. Member states may jointly establish commercial subsidiaries or cooperative enterprises under the authority of the JSC.
3. Revenue generated through EJSP commercial activities shall be distributed according to contribution frameworks approved by the Joint Space Council.

Article VIII — Dispute Resolution
1. Disputes arising under this treaty shall first be addressed through negotiation within the Joint Space Council.
2. If unresolved, disputes may proceed to a neutral arbitration panel agreed upon by all Parties.
3. Pending resolution, ongoing safety-critical operations shall continue uninterrupted whenever possible.

Article IX — Final Provisions
1. This treaty shall enter into force upon ratification by all Parties.
2. Amendments may be adopted through unanimous written agreement.
3. Additional member states may join the EJSP subject to unanimous approval by the Joint Space Council.
4. Any Party may withdraw from the treaty with twelve months written notice.
