Chairman Veneer Soul issued the following response to President Astreum Ito:
“President Ito, your concern for Guangzhou and its international standing is appreciated. Your decision is equally respected.”
“Our offer was made to assist in the reconstruction of the Democratic Republic of Rilicon. It was never intended to influence how your Republic chooses to secure its future.”
“If you believe the road ahead is one Rilicon must walk alone, Guangzhou will not attempt to walk it for you.”
Soul paused.
“But understand something in return.”
“You need not protect Guangzhou’s reputation for us.”
“We are perfectly capable of doing that ourselves.”
“What matters today is protecting the Rilicon people.”
“Therefore, Guangzhou will gladly proceed with humanitarian assistance wherever your government and the nations currently sheltering your citizens permit it. Food, medicine, housing materials, medical assistance, transportation, civilian supplies, and logistical support can be made available immediately.”
“Should Rilicon require additional secure facilities for its national archives, historical artifacts, cultural treasures, or other irreplaceable property, Guangzhou will safeguard them until the Republic is prepared to reclaim them.”
“And as for everything else—our original offer remains.”
“There is no expiration date.”
“When Rilicon once again has soil upon which to rebuild, the Titans will be available. Our engineers will be available. Our materials, financing, industrial capacity, and logistical networks will be available.”
“Whether you require the restoration of a single community or the construction of an entirely new national infrastructure—high-speed rail, ports, power generation, hospitals, industry, communications, housing—Guangzhou will be prepared.”
“We will not ask President Ito to compromise his plans today simply to accept our assistance tomorrow.”
Soul concluded:
“Do what you believe is necessary for the survival of your Republic.”
“Protect your people.”
“Find your way home.”
“When it is time to rebuild it, call Guangzhou.”
